Environmental Clearances, Consents & Approvals
From the first Terms of Reference to the last six-monthly compliance report, we take projects through every environmental permission they need and work to keep those permissions valid.
A.1 Clearances and consents
- Prior Environmental Clearance
- EIA/EMP studies and end-to-end EC facilitation: ToR and scoping, EAC/SEAC appraisal presentations, EDS responses and public-hearing management, through NABET-accredited associates.
- Post-EC compliance
- Six-monthly compliance reports, amendment, transfer, splitting, validity extension and surrender.
- CTE and CTO from the SPCB
- Fresh grants, renewals, amendment, transfer, surrender and compliance reports.
- Show-cause, closure and consent-revocation proceedings
- Replies, personal-hearing representation, time-bound action plans, revocation and restoration management: de-sealing, utility reconnection and bank-guarantee release.
- Environmental compensation levy
- Computation review, mitigation planning and representation.
A.2 Water, forest and land
- Groundwater NOC
- UPGWD under the UP Ground Water Act 2019, and CGWA (NOCAP) for other states, with hydrogeologist-prepared impact assessment, compliance reports and the telemetry package: flow meters, piezometers with DWLR, calibration and records.
- Surface-water abstraction
- Permission and bulk-water agreements with the UP Irrigation & Water Resources Department.
- Forest clearance
- Stage-I/II on PARIVESH, CA land, NPV, FRA certification; tree-felling and transplantation permission with compensatory plantation plans; NBWL and Eco-Sensitive Zone permissions; CRZ clearance with specialist survey partners.
A.3 Monitoring and ongoing compliance
- Environmental Statement (Form V)
- Preparation and filing, together with environmental performance audits.
- OCEMS, CEMS and CAAQMS
- Selection, installation guidance, SPCB/CPCB server connectivity, calibration coordination and data quality assurance.
- DG set compliance
- CPCB stack and acoustic norms; RECD retrofit and dual-fuel or gas conversion per CAQM directions in NCR districts.
- Green belt and plantation
- Green-belt development and Miyawaki plantation.
- Environmental monitoring
- Monitoring programmes delivered through NABL and CPCB-recognised laboratories.

Common questions
Do you hold NABET accreditation yourselves?
No. EIA and EMP studies for Environmental Clearance are delivered through NABET-accredited associates, who hold the accreditation. EnvironIQ scopes the study, manages the ToR, appraisal and public-hearing process, and remains your single point of contact throughout.
Can the groundwater NOC and CTE applications run in parallel?
Yes, and for a new unit we normally file them together. The groundwater NOC and the Consent to Establish rest on the same site, water-balance and process data, so preparing them in parallel saves months on the critical path to commissioning.
Which authority grants groundwater NOC in Uttar Pradesh?
In Uttar Pradesh the NOC is issued by the UP Ground Water Department (UPGWD) under the UP Ground Water Act 2019. In other states it runs through the Central Ground Water Authority on the NOCAP portal. Both routes need a hydrogeologist-prepared impact assessment and carry telemetry conditions: flow meters, piezometers with digital water-level recorders, calibration and records.
What happens after the Environmental Clearance is granted?
The clearance comes with conditions that must be reported on every six months, and any change in the project may need an amendment, transfer, splitting or validity extension. We prepare the six-monthly compliance reports and handle those post-EC applications so the clearance stays valid for the life of the project.
Our unit has received a show-cause notice from the SPCB. Where do we start?
Start with the reply and the personal hearing. We build the factual record, draft the technical reply, represent the unit at the hearing and put a time-bound action plan before the Board. Where closure or consent revocation is already in play, our Techno-Legal Support & Crisis Management practice (area F) manages revocation, de-sealing and utility reconnection alongside your counsel.
